College or postsecondary training is now a minimum requirement for advancement in the emerging economy. High schools that track students, preparing only a select few for success in postsecondary education, can no longer be viewed as effective; they are anachronistic and must be transformed. The lead reform strategy in this section of the toolkit is establishing a college preparatory curriculum as the default curriculum for all students. Other reform strategies in this section (and throughout the toolkit) acknowledge that schools will need to integrate innovative, relevant instructional approaches, materials, and contexts to meet students where they are, build on their strengths, and engage and support all students to meet high standards.
