The Toolkit

The current national movement to transform American high schools is rooted in widespread agreement that traditionally organized high schools are too large, impersonal, and bureaucratic to support success for every student. Too many young people are falling through the cracks, leaving high school unprepared for college and the demands of the 21st Century workplace.  Reform strategies described in this section of the toolkit provide more collaborative and flexible ways to organize people, space, and time. Each of these strategies is designed to focus the attention of adults (e.g., administrators, teachers, counselors, parents) on every student in their care, enabling them to understand and respond more effectively to students’ diverse and changing learning needs.
